Carole M. Billiet & Sandra Rousseau. Environmental inspectors and public prosecutors : is sharing information always useful ?, in Sandrine Maljean-Dubois (ed.), The effectiveness of environmental law, Cambridge-Antwerp-Portland, Intersentia, 2017, 271-294
In this contribution the authors focus on the communication between environmental inspectors ad public prosecutors. They model the interaction between both enforcement actors using a sender-receiver model incorporating the cost factor and the objectives function. The model allows to identify possibilities to optimize the information exchange at this crucial stage of the enforcement chain. The authors comment on the increasing specialization of public prosecutors in Europe and other countries, on the crucial role of effectively written notices of violation and on the issue of strategic information sharing.
